Stim-packs boost the XP earned from a hero for an hour. They can be useful to quickly level up a really good hero. But in order to level up a hero you also need legion favour (LF). Typically the LF earned from combat roughly equals the XP earned. So stim-packs can starve you of LF if you are not careful. Stim-packs are obtained from lesser or free rally at the Scriptorum.
